I stumbled upon a precursor of Steinberg's famous cartoon--from the 20's or 30's--which I saved, will send you a copy if you'd like. Apparently the theme of New Yorkers as provincial cosmopolitans because they think the world ends at the Hudson wasn't new. I don't know whether Steinberg knew of it.
